Federation Services

The relationship between Federation and its affiliates is one of service. Each P&C Association is invited to pay Federation an annual fee and for that fee received a range of service and access to certain resources.    Download Fact Sheet

What is a P&C Association?

A P&C Associationis a school-based organisation consisting of parents, teachers and interested citizens. P&C Associations reflect the role of the community in the local school and provide opportunities to enjoy, learn and communicate with parents and others intereseted in the education of children.    Download Fact Sheet

Model Constitution for Incorporated Associations

Section 117 of the Education Reform Act 1990 requires that the prescribed constitution for P&C Associations incorporated under the Federation of Parents and Citizens' Associations of New South Wales Incorporation (Amendment) Act 1991, be published by the Minister in the Education Gazette.    Download Fact Sheet

Model Constitution for Unincorporated Associations

P&C Membership

All parents and carers of students at the school are eligible to be members of the school's P&C Association. All citizens living within the boundaries of the school are eligible to be members of the school's P&C Association.    Download Fact Sheet

Insurance Information

The Federation has arranged a number of Insurance Policies. To assist P&C Associations and like bodies, the Federation is prepared to extend the benefits of these policies to all affiliates and other like bodies approved by the Federation from time to time (“Approved Associations”).    Download Fact Sheet 

Annual General Meetings

Each P&C Associatiois required, by its constitution, to hold an Annual General Meeting. The AGM is held in accordance with the association’s by-laws (eg. time).    Download Fact Sheet 

Office Bearers

Office bearers are elected at a P&C Association’s annnual general meeting. Only financial P&C memebers are eligible to stand for these positions. A President, a Vice-President, a Secretary and a Treasurer will be elected as per the standard and prescribed constitutions.    Download Fact Sheet 

P&C Executive Committees

The P&C Executive Committee (Executive) consists of the association’s office-bearers (President, Vice Presidents, Secretary and Treasurer) and may include up to six financial members elected at the AGM.    Download Fact Sheet

Sub-Committees

Sub-committees are formed by a P&C Association to undertake specific plannind and/or management tasks of the association. Sub-committees are categorised as; Ad Hoc Committees or Standing Committees.    Download Fact Sheet

Chairing Meetings

All meetings need someone to make them run smoothly. Chairing the meeting is generally the role of the President, however, in the absence of the President, the Vice-President will chair the meeting.    Download Fact Sheet  

Special Meetings

Special meetings, or extraordinary meetings as they are sometime called, provide a P&C Association with an opportunity to discuss one or more specific matters which cannot be dealt with at the next general meeting because of urgency or some other declared reason.    Download Fact Sheet 

Roles & Responsibilities

Below is a list of key roles and the duties typically bestowed upon them by your constitution or traditionally. It is good practice to follow the structures of these roles in order to create a healthy system of uniformity and consistency within your P&C Association.     Download Fact Sheet 

Role of Principal

The Principal is an ex officio member of the P&C Association. That is, the Principal is automatically a member of the P&C Association beacause he/she is the school’s principal.    Download Fact Sheet

Role of President

The President is responsible for ensuring the successful functioning of the Association, ensures fair participation of all members, adherence to the constitution and usually chairs meetings.    Download Fact Sheet

Role of Treasurer

Whilst all P&C members should be mindful of complying with financial accountability requirements, this is the treasurer’s primary role.    Download Fact Sheet

Role of Secretary

The Secretary is responsible for carrying out the decisions of the meeting – unless otherwise stipulated – and is also responsible for a range of routine administrative tasts.    Download Fact Sheet

Want of Confidence Motions

A want of confidence motion (often called a no confidence motion) is moved against those who have been elected to positions of responsiblity, with the purpose of removing them from those positions.    Download Fact Sheet
